The underground prison in Fontaine appears to be his workplace, and he presides over it like a warden.

You're going to need a lot of materials to ascend Wriothesley. The region of Fontaine is expansive and has dozens of new enemy varieties. It can be tricky to figure out where to go to locate the materials you're looking for.
