The weapon has just been added to the game files. However, it hasn't gone live yet. Interestingly enough, there are four variants of this weapon, from uncommon to legendary.
Since such variants exist, there's a high chance that this weapon might be available as floor loot. Some NPCs and the Weapon-O-Matics around the island could also be selling this weapon.
Stat wise, these weapons can be put into the light to medium damage category. However, it's difficult to comment on their efficiency unless they go live in the game.

According to the data miners, this crossbow could possibly go live this coming Tuesday via a content update.
Interestingly enough, these will spawn as floor loot and from sideways chests. Moreover, you will deal twice the amount of damage if you're using it against monsters in the Sideways.
