Is Zenless Zone Zero open world?

No, Zenless Zone Zero will not feature an open world for you to explore, unlike the other classic from the company, Genshin Impact. The way Zenless Zone Zero works is actually more similar to a roguelike where you explore a dungeon, basically a classic "dungeon crawler". The main goal is that of reaching a series of portals, called Hollows, that shall feature a wide range of enemies to defeat and tasks to complete.

When you're not busy fighting and defeating enemies, you can rest in the hub which is the city of New Eridu. There it will be possible to purchase items, such as food that will make your chances of survival in combat much higher. It will also be possible to watch back some of the cutscenes of the game as well.
