Finding Sharqskin Scales might be a little tricky at first and it can be difficult to know exactly where to find them. Keep an eye out for a 1-star hub quest called Hot Topic Hooligans, you can find Zamites during this objective. Zamites will drop Sharqskin Scales when defeated. You can also find Zamites by heading out on Expedition Tours to the Frost Islands. They look a bit like lizards with shark heads, pretty easy to spot.
