The Assassin's Creed Mirage wanted posters will start to appear once you have at least one tier or pip in your Notoriety bar. To be clear, this particular feature is directly tied to the notoriety system. Here's a quick summary:

• Whether you're in the city of Baghdad or exploring the wilderness, committing a crime in full view of others increases your Notoriety. This also includes attempting to steal NPC pouches and getting caught.
• A single pip is enough to make Wanted Posters appear. These are represented by a square-shaped "card" icon on the compass at the top of your screen.
• This icon will not appear on the world map, as their locations tend to be randomised.
