If you agree to Supercell's terms of service, you accept that you won't "Modify or cause to be modified any files that are a part of the Service or any Supercell game without Supercell's express written consent." You also agree not to "Reverse engineer, decompile, disassemble, decipher, or otherwise attempt to derive the source code for any underlying software or other intellectual property used to provide the Service or any Supercell game."

Considering that using a hack entails both of these things to some extent, any Clash of Clans hack or cheating would violate the terms of service and get you banned from the game.
