To unlock snowy weather, you need to complete the side quest "A Retrograde Poem for You." The quest can be unlocked in the Miguel District by speaking to Daisy, who works at a gelato stand. Take note that while this quest is simple, it's rather long and spans multiple locations.

During your conversation with her, she'll mention that all the ice cream was sold out after riders purchased it, thanks to the Snowman Anomaly, Puff. Puff can be found not far after, and they'll tell you about their dream to collect cold air and make it snow in Heathereau during summer.

The quest will lead you to Nekomaru Ramen, where you get Puff a job promoting the store. Take a picture of Puff advertising for the ramen stop. After work, Puff will get cold drinks as a reward.

Next, you'll need to head to 7 Oceans Seafood and speak with Consuelo, who offers Puff a temporary job delivering orders around the city. You'll need 30,000 Fons to purchase the Truck Key Fob. Before delivering orders, you'll need to take a photo of Puff on top of the truck.

As you make your deliveries, Puff will be inside collecting cold air. Once the deliveries are done, return the truck, then head to the Gold Apple Collection Hall. Inside the museum, you'll examine two different exhibit pieces before heading to the second floor, which contains ice sculptures.

Take a photo of Puff with an ice sculpture, and that will clear the objective in this location. Next, head to the top of Hethereau Skytower and speak with Puff. Another photo opportunity appears here - you'll need to snap a photo of Puff overlooking the city skyline.

Your day with Puff ends here. Wait (or time travel) to 10:00 AM the next day, and you'll discover the city covered in snow. Head near Caltrop Lake Station and ask around for information about Puff.

You'll discover no one has seen Puff at all that day. Soon after, you'll get a message from Mint about how the snow was caused by an Anomaly. You'll eventually find traces left behind by Puff, but you won't see them again. Examine the grass circle by the lake to finish the quest.
