To get the Marching Beyond Time Arc, you'll need to pull in the limited-time Arc Research Program, Bright Moon Special. The Bright Moon Special banner went live on May 13 and will end on June 3.

To find the Arc Research Program, head to the Scarborough Fair and select Arc Research at the bottom left. You'll need 10 Tri-Keys to pull on the banner.

You can get Tri-Keys from Annulith Processing, with one key costing 160 Annuliths. You can also exchange Fons for Tri-Keys in the Hunter Exchange. Lastly, you can get Tri-Keys from events or pulling in the Scarborough Fair.
