Requirements before hunting Frost Queen
To start the Legendary Animal: Frost Queen quest, open up your Wilderness Anecdote and head over to the Wilderness Hunter tab. You can access the Wilderness anecdote by pressing the four diamonds on the top right of your screen and clicking on the Story button that pops up in the menu.
The quest to hunt the Frost Queen is the third part of a series of hunting quests. Each of these quests has a level requirement. The requirements to complete the Frost Queen quest include reaching Level 41 and completing the Raging Bison Quest.
The Raging Bison quest can also be found in the same menu and requires you to complete the "Battle of Sleepy Beasts" quest and reach Level 39.
Lastly, the Battle of Sleepy Beasts quest only requires you to hit Level 32 to unlock. Once you've completed these requirements, you can go off to hunt the Frost Queen.

How to fix hunting quest bugs
The most prominent bug halting progression has been the waymarker not showing up in the Raging Bison quest. The quest requires you to head to the location below and talk to a scared farmer NPC.
If the waymarker or NPC is not showing up in your game, you have to start the quest and restart your game for them to spawn. Some players have also reported running into the NPC but being unable to interact with him. Regardless, restarting your game will most likely fix this issue and allow you to proceed with the quest.
Afterwards, you must head to the location below and talk to a hunter NPC.

Hunt the Frost Queen in Undawn
Once you've talked with the hunter, it's simply a matter of following the quest markers till you run into the Frost Queen. You'll have to go around tracking some clues and attack sites until you eventually run into a bush full of crocodile eggs. This is when the Frost Queen will leap out of the water and ambush you.
