In one of the trailers introducing some of the new powers available in Zelda Tears of the Kingdom, you see Link pulling a cargo carriage with his horse. How to get the Towing Harness in Tears of the Kingdom

To get the Towing Harness in Tears of the Kingdom, you just need to partake in the Pony Points system. And only briefly. By following a few simple steps, you'll earn enough points to redeem for the Towing Harness.

You can earn and claim your reward from any stable you desire. But given the first place you'll likely need to use it is the Woodland Stable in the Eldin province, it makes the most sense to grab it there.
