First, you'll have to go back down the hill the tower stands on and enter the Sahasra Slope Cave. There are two entrances you'll find to the cave. The entrance you'll use won't matter in the grand scheme of things.

Inside the cave, you'll see a collection of breakable rocks which you can destroy. However, it's important you must destroy the rocks at the end of the tunnel as this won't lead you to the Skyview tower and you'll have to defeat two monsters.

The last task you need to do in order to access the Sahasra Slope Skyview tower is to remove the sticks that are blocking the sliding doors and you'll be able to talk to Billson again.

Once you've done that, you can hit the pedestal, activating the Sahasra Slope Skyview Tower in-game. It's that simple. If you want more guides like this, feel free to check out our guide on how to grind rails in Zelda Tears of the Kingdom and how to rocket jump in Zelda Tears of the Kingdom.
