Koltin is an NPC who can exchange your Bubbul Gems for various items, and in order to unlock him, you will need to complete his quest. Follow the next steps and this new trader will be available to you:
- Go to the Eldin Canyon and search for Pico Pond. This location can be found near the Woodland Stable and the Ekochiu Shrine.
- Look for the colourful balloon across Pico Pond and talk to Kilton there.
- After a short dialogue, his brother Koltin will ask for a Bubbul Gem and instruct you to find the Bubbulfrog in the nearby cave.
- Speak to Kilton and give him a Bubbul Gem to receive the Bokoblin Mask.
- He and his brother will move to Tarrey Town.
- Go to Tarrey Town and talk to Kilton. He will tell you how to find his brother.

Bubbul Gems in The Legend of Zelda Tears of the Kingdom are collectible items that you can get by defeating Bubbulfrogs. You can find them in various caves, and their smaller rabbit-like versions will lead you to these from the overworld.
Inside the caves, they look like giant shiny white frog-like creatures and are often seen climbing along the cielings. You'll collect many Bubbul Gems just by exploring Hyrule naturally, but look out for the smaller ones in the overworld if you're hoping to get Bubbul Gems fast.
