In short, you need to grind. Battling enemies is the only way to level up in Super Mario RPG; however, there is an item that will expedite the process although there's not a guaranteed way of getting your hands on it: stars.

Stars are one of the many boons that can drop from chests scattered throughout the world. They do exactly what you imagine, giving you an invulnerability period in which you can stomp enemies instantly winning any battle encounter, and retaining all the EXP in the process. If you're lucky you can get a star from a chest in a location filled with enemies and can immediately level up all your characters.
