Yes, Avatar Frontiers of Pandora does have character customisation. While details are still fairly slim on how it'll work, this news was confirmed at the 2023 Ubisoft Forward event. The game's official website states the following:

Your Na'vi character is customizable with options including different body types, voices and body paint, and like you, your character will learn how to be a Na'vi, including how to harness your formidable strength and agility while traversing through the stunning and dangerous open world.

As such, you'll have plenty of options on customising your own Na'vi to your liking in Avatar Frontiers of Pandora once it launches.

Unfortunately, we don't yet know how character customisation will actually work in Avatar Frontiers of Pandora. While there are plenty of previews of the game out there, none seem to cover how and when you can design your own Na'vi.
