The Covenant is the alien empire that was heavily featured as one of the greatest threats to the galaxy within the Halo franchise. While the alien race is considered weak in combat, it utilized the knowledge of the Forerunners and their artifacts to create the promise of divinity through the Great Journey, thereby securing its position as religious leaders. Still, given their lack of physical power, one wouldn't expect the Prophets to be able to subjugate every other race in aiding them with their goal, which is where the Elites come in.
It is the race that the Prophets established a religious pact with, promising an ascension to godhood via the Great Journey in exchange for protection. It proved to be a very wise move to make, as the Elites are intelligent, crafty, and extremely strong. They are the honored and powerful protectors of the Prophets, essentially placing them second in the religious hierarchy, which is why they're often seen leading units like Jackals and Grunts into battle.
Finally, we have the Brutes, the race that can be seen as second in line behind the Elites in terms of influence in the Covenant. While it is known for being used as expendable heavy shock troops, often commanded to charge at their opposition with reckless abandon, the ferocity with which it does its job has not gone unrecognized.

The Brutes, compared to the Elites, are more fervent in their belief in the Great Journey, never questioning anything that needs to be done so long as it assures the ascension to divinity that was promised. It is the reason why the Prophets granted them a modicum of power within the Convenant, as their brutal strength added an extra layer of protection for the religious leaders, and being easily manipulated for the promise of godhood guaranteed that they would do their job.
With the three, the Covenant was able to lay siege to many different planets with ease, and almost succeeded in the goal of the Great Journey by activating the Halo rings. It is only thanks to humanity's efforts and the alien empire's civil war, the Great Schism, that it didn't happen, and why the galaxy remains intact. But if not for those, there would have been no doubt that the Covenant had the power to achieve its purpose and eliminate all life, as the Brutes, Elites, and the Prophets had the intelligence, power, and sheer ferocity needed to do so.
