The Shadowlands: Wormhole Generator acts as a teleport to any zone inside of the Shadowlands, does not share a cooldown with any other hearthstone in your possession, and is only on a 15-minute cooldown, meaning it can be up every time you are likely to need it, whether you are traveling from dungeon to dungeon, or cleaning the map of world quests.
All players need to do to use this item, is learn the Shadowlands Engineering profession and either level their skill to 70, to learn the Schematic, or simply buy the Shadowlands: Wormhole Generator from another player on the Auction House, as the item can be used from as low as level 1 Engineering.

To craft the item, players will need Honored Reputation with The Undying Army, and purchase the Schematic from either Dar Vattish in Oribos, or Nalcorn Talsen in Maldraxxas, and obtain the following items:
