Simply, the Padewakang Blueprint for the Bombardier is available at the Telok Penjarah Pirate Den’s Shipwright, which you can find basically in the northeastern section of the map. You can shorten the time needed, by fast travelling to Sainte-Anne and then going north-east to the East Indies. But there is a catch.

Basically, this is definitely a late game thing to pick up, because there is a lot of dangerous ocean to traverse until you get there. You definitely don't want to get out there unprepared.

Once you reach the town, you can find the Telok Penjarah Shipwright by going through the western part of the town, it is an average shipwright so you should have no issues finding it.
