You should first complete "The Final Gauntlet" by finding Dr. Reed. Afterwards, you can begin the "Plumbing the Depths" quest. You'll then head out of the safehouse into the bottom floor of the mall. Doing so will lead you to a particular zombie you must fight, the Serling Concierge.
