Use Cloud or Aerith’s physical attacks that can be associated with the Fire-type by utilizing the recommended materia. Attack by keeping a stable distance away from Shiva, and as much as possible, try to stagger her.

Also, if you are capable of summoning Ifrit, you may do so to deal more damage to Shiva especially in the later parts of the fight.
