It's subject to change, but in a Q&A with the dev team, we found out that the Battlefield 2042 tornado shows up in about 10% of matches. Mother nature isn't someone you can command at will - you'll just have to wait it out.
We weren't able to spot the tornado in our time with the game, but thankfully Reddit user Fredex8 was able to capture some footage of the utter carnage that occurs when you decide to jump into the storm.
Looks like you can even survive the destruction, although this is definitely made easier with the specialist Falck and her healing abilities.
