Axe

In order to get an Axe in New Horizons, you are going to need to donate at least one fish or bug at the beginning of the game to Tom Nook.

Then Tom will share the Axe DIY recipe with you!

Shovel

The Shovel is used to dig up spots in the ground to receive fossils and other items, as well you can plant fruit trees with the help of the Shovel. 

In order for you to get the shovel in New Horizons, you are going to want to donate at least five bugs or fish to Tom Nook.

This will allow Blathers to come to your island and you will then receive the recipe for the flimsy Shovel. 

Vault Pole

The Vault Pole will allow the player to cross over the bodies of water on your island, this can also be obtained after unlocking Blathers.

Once Blathers appears in your town (the next day) he will give you the DIY recipe for the vault pole.

Fishing Rod And Net

These are the two items that Tom Nook will give you the recipe for after you get all settled away on your island!
