Last year, Riot Games had revealed that all of the upcoming events, updates and champion releases in League of Legends would be based on the Ruination storyline. Since then, the release of Viego, Gwen, and Akshan as main characters of Ruination has confirmed the same.
Having said that, the Gloomy Mage, also known as Vex, has been leaked as the 157th champion in League of Legends.

When will Vex release in LoL
Given that Akshan is scheduled for release on 22nd July and update 11.15, it is safe to say that the chances of Vex being introduced to the game in July are hugely bleak. Nevertheless, considering the leaked info of Vex, the champion could be arriving to the game as early as update 11.16.
However, until and unless Riot Games reveals official information regarding Vex, the Gloomy Mage's release date remains shrouded with mystery.
What kind of Champion is Vex
Vex has been speculated to belong to the Yordle race of Runeterra. According to the official lore, Yordle are a race of spirits that generally take mammalian bipeds' appearance.
Having said that, Vex will be the 14th champion in League of Legends who comes from the race of Yordle.
What are Vex's abilities
Revealed initially as the "gloomy artillery mage," Vex has been reworked into a more "traditional burst mage." This rework has caused a delay in Vex's release.
Additional leaked information from Riot Games regarding Vex's abilities states:
"She gets annoyed as hell with hyperactive champions dashing all around her. It’s enough to make her get serious and start clobbering all lifeforms full of irritating happiness dashing around her like pesky flies.”
