Koboh is one of the largest planets in the entire game. It contains features numerous points of interest to explore. One of them is a cave system near the dam and after a bit of exploring, you'll eventually come across an NPC.

How to open door to Vashtan Wolfe
Once you come across the door leading to Vashtan Wolfe, you'll need to make sure you've unlocked a skill for BD-1. This particular ability allows BD-1 to use electricity to overload certain items and to open doors. If you haven't got this skill, you'll need to obtain it and return to the door in order to open it.
Once you've got the skill, return to the room in the caves by the dam and press down on the D-Pad. Aim at the blue switch inside the room then fire it.

Once you've managed to trigger the blue switch, Vashtan Wolfe will appear and challenge you to a fight. If you're in the early stages of the game, the battle can prove tricky but if you've got plenty of upgrades, it's a relatively straightforward duel.
Once you've defeated Vashtan Wolfe, the door doesn't actually open. Despite this, the blue switch you activated earlier does open a chest hidden within the room. Take a look around and you'll find it!
