Hoyoverse has confirmed that the next few updates, from 3.1 to 3.3, will be at five-week intervals instead of six to catch up after their delay earlier in the year, and Version 3.1 drops at the end of September. Here's what we know about the Genshin Impact 3.1 livestream so far.
Version 3.1 will expand the latest region of Sumeru, and add in a desert area with pyramids and characters based on Egyptian design, like Cyno and Candace. Information for the next update is thin on the ground at the moment and is all based on leaks and rumours. There will be new events, and likely some reruns, but nothing is confirmed until the stream.

The Genshin Impact 3.1 livestream has been set. Tweeted out by the official account, it's set for Saturday, September 17 at 8am UTC-4. That's 1pm BST/CET for those in Europe and the United Kingdom.

Maintenance time
So far, there is no maintenance downtime scheduled, but this will likely be announced in the Special Program livestream, if not before. Usually, the game goes down for maintenance at 11 PM local time the night before the release of a new update. Players will receive some Primogems as an apology for this.
Genshin Impact Version 3.1 banners
There isn't anyone completely confirmed by Hoyoverse just yet, but newly announced characters Cyno and Candace are strongly rumoured to release in the first half of Version 3.1, with Nilou in the second.

Nilou and Cyno will be 5-Star characters with their own banners, flanked by previous 5-Star character reruns. It is thought that given Zhongli's rerun and Nahida's release down the line, that Venti and possibly Raiden Shogun will get reruns to allow newer players to pull them.
Other rumours suggest Eula, Tartaglia, Shenhe, and Hu Tao as rerun banners.
Version 3.1 livestream promo codes
As always, there will be three new promo codes to get some free Primogems, experience materials, and Mystic Ore for upgrading weapons that will release during the stream. These will be limited time, so use them as quickly as possible when they come out!
