And before you can obtain the key, you need to meet certain requirements.

The first step is to make your way to Venice Beach as part of the game's main story. Once there, you'll be directed to a safe house called the Blue Crab, where you can pick up additional quests. One of these quests, called Cold Pork, requires you to break into the overrun police station and retrieve some weapons.
