The first part is easy - just catch fish. We've put together this handy guide here to help.
Once you have them, you'll need to deposit them at dropboxes.
These are located all over the map, and can be found in the majority of named locations.

A button prompt will pop up when you're close, and you'll be able to deposit your stash of scaly friends into the box.
