Looks as though some users aren't having any luck refunding the game on PS4 or PS5.
Sony has long offered a strict refund policy, and the platform holder appears to be standing firm and suggesting that players wait for the patch.
Some users, however, have been able to obtain refunds. Don't forget that you can contact CDPR directly via the email address mentioned in the story below.

Cyberpunk 2077 is finally here, but it's fair to say that it hasn't been received as well on consoles – particularly base PS4 and Xbox One hardware that launched in 2013.
While some of that is to be expected, CD Projekt Red has issued an apology to fans while also noting that they will be accepting refunds.

The developer notes it should have "paid more attention" to the PS4 and Xbox One versions of the game, and promised a patch to release in the next week.
In January, a further patch will address more issues, while another larger patch is promised for February.
While they didn't specify what would be addressed in each, the devs did say "together these should fix the most prominent problems gamers are facing on last-gen consoles."
"They won’t make the game on last-gen look like it’s running on a high-spec PC or next-gen console, but it will be closer to that experience than it is now.”
The developer has also promised refunds for digital purchases through platform holders, or from point of purchase for physical retailers.
If fans don't have any luck, they should email email@example.com before December 21.
