Yes, Call of Duty: Vanguard will be on the Xbox One.

While Activision hasn't officially confirmed a list of compatible titles, it's undeniable that it will appear on the Xbox One.

It will be sometime before Activision decides to stop producing Call of Duty games for the older generation of consoles.

This decision may be delayed even further as Xbox Series X stock has been scarce (due to the global pandemic) and the new Sony console still alludes many fans.

With Warzone being integrated with the latest Call of Duty titles, they'll be determined to support older consoles for some time as players opt to favour the free-to-play battle royale.
